| ADMINISTRATOR & PAST-PRESIDENT (nonvoting) Tracy Freudenthaler, PhD, MPH, MCHES | tracy@okpublichealth.org Tracy Freudenthaler has earned both her PhD and her MPH at OSU and OUHSC, respectively. Her professional background includes conducting reproductive and sexual health clinical research and over 15 years teaching in higher education. She coordinated a large-scale (5,000 subject) human papillomavirus (HPV) clinical trial in Northeastern Oklahoma and Arkansas and has partnered with various pharmaceutical companies leading to FDA approvals of the first generation HPV vaccines and STI testing products. She also serves as the co-leader of the National Cervical Cancer Coalition's Tulsa chapter. Dr. Freudenthaler is also known for her collection of medical artifacts and patent medicines from the late 1800’s and early 1900's. She has a series of publications related to abnormal psychology and serves as a medical history reviewer and editorial board member for The Ulster Medical Journal. |

McKenzie Cowlbeck, MPH, CPH | she/her | mckenzie@okpublichealth.org McKenzie Cowlbeck (she/her) is Executive and Policy Director of OPHA, where she leads the organization's strategic direction, policy initiatives, operations, and statewide partnerships. Since joining OPHA's leadership, she has helped guide the organization's revitalization through renewed member engagement, expanded programming, and a commitment to sustainable growth. She also oversees OPHA's policy education and legislative monitoring efforts, equipping public health professionals and students with the knowledge and confidence to engage in the policymaking process. Guided by OPHA's belief that All Health is Public Health, McKenzie is passionate about building partnerships across disciplines to improve the health of all Oklahomans. |
A lifelong Oklahoman, McKenzie earned a Bachelor of Science in Math and Sciences with honors from the University of Oklahoma and a Master of Public Health in Health Administration and Policy from the University of Oklahoma Hudson College of Public Health. She was selected for the inaugural CDC & ChangeLab Solutions Public Health Law Fellowship, where she specialized in policy surveillance. Before becoming OPHA's Executive Director in September 2024, she served OPHA as a consultant, volunteer, Policy Chair, and Affiliate Representative to the APHA Governing Council.
McKenzie's leadership has been recognized nationally by the American Public Health Association. She received the APHA Council of Affiliates Student of the Year Award in 2023 and the inaugural Giorgio A. Piccagli Leadership Award in 2024 for her contributions to OPHA, APHA, and the broader Affiliate network.
McKenzie lives in Norman, Oklahoma, with her partner, Westin, their dog, Bowie, and cat, Goose. Outside of work, she’s a foodie who loves locally roasted coffee, birdwatching, and gardening.
